The Economic Impact of EU Digital Sovereignty

DCU Law and Tech hosts a dynamic group of researchers with multiple disciplinary backgrounds, ranging from law and political science to computing and engineering.

This research project examines the economic implications of the European Union’s pursuit of digital sovereignty. It focuses on the tensions that arise as the EU seeks to enhance its technological capabilities and strategic autonomy. Traditionally committed to multilateralism, the EU now faces a complex dilemma: efforts to close the digital gap and boost competitiveness may lead to a shift toward more protectionist trade policies. This shift raises concerns about potential disruptions to global trade dynamics. The project explores the intersections between EU trade policy, digital sovereignty, open strategic autonomy, and emerging forms of trade protectionism.

Edoardo Celeste

Edoardo Celeste is an Associate Professor of Law, Technology and Innovation at the School of Law and Government of Dublin City University. Edoardo is the Programme Chair of the Erasmus Mundus Master in Law, Data and Artificial Intelligence (EMILDAI), the Deputy-Director of the Dublin European Law Institute (DELI), the coordinator of the DCU Law and Tech Research Cluster, and a founding member of the Digital Constitutionalism Network.

Victor Henriquez Diaz

Victor Henriquez Diaz is a PhD Researcher at the School of Law and Government of Dublin City University. Victor is the Deputy Coordinator of the DCU Law and Tech Research Cluster, where he acts as the Editor of the Comparative Digital Law Blog and the executive co-producer of the DCU Digital Law Perspectives podcast. 

Elio Machado Neto

Elio Machado Neto is an Associate at Zeidler Group and a European Master in Law, Data and Artificial Intelligence (EMILDAI) graduate. Elio worked as a Legal Researcher at the DCU Law and Tech Research Cluster. In addition, he volunteers as Research Associate at the Policy and Quality Assurance Unit of the Erasmus Mundus Association (EMA).
