Exploring AI Regulation and Digital Sovereignty at the IDP International Seminar in Brasil

DCU Law and Tech regularly publishes news posts discussing the topics Law and Technology written by a variety of authors.

On 31 July 2025, DCU Law and Tech Research Cluster coordinator,  Edoardo Celeste, contributed to the Artificial Intelligence in Perspective: International Seminar: Artificial Intelligence in Perspective — Promotion, Regulation and Digital Sovereignty, hosted by the Instituto Brasileiro de Ensino, Desenvolvimento e Pesquisa (IDP) in Brasília. The event was organized with support from the Centro de Direito, Internet e Sociedade (CEDIS) and the Centro de Estudos Constitucionais Peter Häberle.

The seminar, held at IDP’s Asa Norte campus, featured keynote remarks from Gilmar Mendes, Minister of Brazil’s Supreme Federal Tribunal.

The programme included two panel discussions:

Panel I: “Challenges and Regulatory Trends in Artificial Intelligence” (9:30–11:00), moderated by Prof. Laura Schertel Mendes, CEDIS Director. This session included high-profile panelists, such as Jeanette Hofmann (WZB Berlin), Senators Rodrigo Pacheco, Eduardo Gomes, Deputy Aguinaldo Ribeiro, STJ Minister Ricardo Villas Bôas Cueva, and Dario Durigan from Brazil’s Ministry of Finance.

Panel II: “Digital Sovereignty, AI Promotion, and Regulation in Brazil” (11:15–12:45), moderated by Fabrício da Mota Alves, President of Anatel’s Advisory Council. Key contributors included Edoardo Celeste (DCU Law and Tech Research Cluster), Clara Iglesias Keller (WZB Digital Disinformation Hub), Samara Castro (SECOM), Luis Vicente de Chiara (FEBRABAN), Ana Paula Bialer, Luca Belli (FGV CyberBRICS), and Bruno Bioni (Data Privacy Brasil / IDP).

Dr Celeste’s participation exemplifies the Cluster’s engagement in key global discussions at the intersection of law, AI governance, and digital sovereignty. His contributions underscore the Cluster’s growing involvement in shaping international legal and policy debates.
